Maybe there's an option in GP to set what's displayed.  I know you can
REMOVE icons from Control Panel based on different user profiles and
groups.

From what I'm reading here, it seems like a closer look at the Group
Policies in Vista might be an interesting afternoon effort, to see what
options they've thrown in there for micro management.
