 Since it was not a matter of doctrine he can say what he wants
 publically. However, the Pope decided in favor of seperation of
 church and state.

 It is a limited territory solely dedicated to the functions of
 the church. Just as a monastary requires land, and the Abbot is
 in control to that land. Doesn't mean a whole lot, now does it?
