The feds jumped into the welfare business big time in the 1960s, the stated reason was because the various states had different programs, different levels of benefits and different eligibility rules. California, for instance, was quite generous WRT welfare; I can remember my parents griping - in the late 1950s - about people living on welfare for two and three generations, and about people moving to California solely to get in on the welfare programs.
