Looks very different, but seems that it works very much like W2K/XP,
exception that mouse pointer and sound settings are now exposed.

While I don't mind changes to UI elements like the switch from
"Display Properties" to "Preferences", I can't see the
value of removing any of these options from Control Panel.  At the very
least "Personalize" should be accessible from CP.
