The differences remained after the Feds jumped in. The real
reason was a combination of actual starvation in places like
appalicia, and the desire to build up a jobs and training
program to put poor americans in a position to move up.
The failure was in the jobs and training portion was killed by
conservative opponents, leaving just the welfare portion.

Mostly because the federal programs were matching state
programs. The resulst was, if a state had a weak program, the
feds contributed less, so the benefits were worse.
Back then states had residency requirements, until the supreme
court ruled the states could not discriminate against any
American on a federally funded program.
