I was once told that there is a distinct difference between the
American use of the term "tabled" and the British use of the term
"tabled". In American usage, the term "tabled" tends
to mean that the
idea has been put aside and is not being actively considered (at least
at this time). Not quite the same as "killed" but often the same
effect. In British usage, the term "tabled" tends to mean that the
idea has been brought out and placed on the table for current active
discussion.
I might suspect that if Ward used the word tabled, he might have meant
it more in the British sense than in the American one -- but only he
can say for sure.
