I think the video hardware would have more to do with this than the driver
implementation.  I'd be very surprised if the Millenium didn't support
hardware bitblts with little or no CPU intervention.  Those of us with
older (albit accelerated) video cards may not be so lucky.  I know my
ET4000/w32p will drag the system to a halt when dragging full windows.
