As you enter NSW (from any direction), huge signs indicate that the state limit is 100kph (unless signposted otherwise). Derestriction signs therefore mean a limit of 100kph, no faster. Of course, many years ago, NSW had a prima-facie limit of 50mph, and if you exceeded that speed, the onus was on YOU to prove that you were doing so safely (and NOT for the police to prove that you weren't).
