No, he is the overseeer, not the initiator.

Forget it. No IC has ever initiated the removal of a ZC and selecting a new
one, and no IC ever will. You "friends" in Z1 will never allow
that interpretation of P4 as that would set a precedent that would allow
them to be next. An IC even thinking about that would fall out of grace
with the Z1 community. And we know what happens next.

He who tries to use P4 as a weapon against others to get his way, will see
it turned against him. Learn from the mistakes of others.
