     The official word is that the Klingons of the present have always 
looked that way.  The Worf line in T&T was simply a joke at the expense 
of those way too serious fans who are constantly trying to come up with 
explanations for the appearance changes of the Klingons, as well as to 
cover the fact that it would have been too expensive at present to redo 
all the Klingon actors to make them look modern.  *I* got a big laugh 
out of it...
