 NiCad packs are Constant Current devices as far as charging goes.
The voltage is whatever it needs to be to provide that constant
current. The general rule for NiCads is charge them at 10% of thge Rated
MAH. that means 50 to 60 MA for the standard "AA" cell. A curent
regulated source is best but a quick and dirty changer can be made by
installing a seris resistor that will limit the Short circuit current to
a little higher then 10% of the MAH and then apply 12 volts to the
circuit.
