OPTA is "Netherlands Only".
 
At EU-level the matter has already been tabled that there would be a
portability of numbers between cullular and POTS operators.
 
There has already been such an implementation in Belgium which was scuttled
solely because one of the three cellular operators could not offer
land-lines and therefor claimed an unfair competitive advantage" in
court.
 
Trust my words ... within 2 years such portability will be a fact.
