It did with NT4 desktops, IE5, and NT4 PDC, it also did it with an NT4
desktop upgraded to W2K. I never tested it with a clean install of W2K but
you may be right in that case because the profiles would have followed the
W2K structure then.

     Why is it a problem with roaming profiles?  It's stored under Local
  Settings which means it does not roam.  That is the key distinction
between
  the Local Settings tree and the rest of the profile directories.
