The ZC doesn't pick and choose nodes that submitted by NCs and RCs .
The only job the ZC has at the point in a node's "existence" in a nodelist is
to accept the segments submitted by RCs (and the NCs send their segments to the
RCs) and the ZC then compiles the Z1 Regional Segments into a nodelist using
MakeNl_NG (the latest version of MakeNl).

Tim simply has to get his system's software working with a fidonet compatible
mailer and an editor so he can send a netmail to his prospective NC wherever he
lives. He should include in that netmail:
His real name
City/State
A contact number in case of questions(optional obviously if he's got an email
address)
The name of the fidonet compatible mailer he is running
Domain/port where his mailer lives (like filegate.net:24555)
...Or he can go to someone's page and fill out an app such as I have on my site
at http://www.filegate.net/zone1/ and choose the link "How to Join".
The script that I run there automatically sends the app he fills out to me, and
I send it on to the appropriate NC/RC. After he's contacted by the NC/RC, he
can send his test netmail with his mailer.
It is pretty easy, all in all.
