It is very cheap ... little boat fishery now even use inexpensive
underwater radar to locate the fish.

You bet they make rules. This is based on international treaties,
rattified, transposed into national laws.
Should your country ever join the EU then you will find-out that some stuff
such as directives do not need national laws in order to be enforceable all
over the place.
