Go to the teachers who have seen both sides. Ask them to adopt a policy
of mutual punishment (I prefer accountability). Thus, when one provokes,
and the other reacts, both get the same. For it to work, the teacher
does NOT have to see the provocation and has to accept the report of the
child who is reacting. This is hard for them to do, as they are trained
to punish only what they see. However, with effort, they can come
around. MOTIVATE THEM!
