subject: Can I have my IOPL segment as 32-bi

It's still pointless. If you really, really need IOPL access from a 32-bit
program, then the way to do that is to link in a 16-bit IOPL segment and
call into it using a compiler-generated thunk. There are tons of files
around explaining how to do it.
