Apparently a hell of a lot more accurate than you and I seem to think. 
This was discussed at length some time ago in AVT, and I couldn't see how
sampling say 10000 people could give an accurate representation either, but
I've since conceded that the stats prove conclusively that it does.

Still haven't called them (too busy), but unless that regulation has since
been officially repealed, it's just another possible source of prosecution
hanging over our heads, and I doubt I could handle TWO $12k fines
simultaneously.  :)
