I live outside and established City. Here in California the "Sheriffs"
department is a Full Law enforcement Agancy for hte Unincoprorated
areas. It used to be done by the Marshals Service but nthwey were
somewhat recently absorbed them into the Sheriffs Service. It is a
different department though and is only concerned with The court
functions and Serving summons.

Actualy Lew cEnforcement and Fire Protectiuon are typical Political
Foorballs .the Politicans toss them arround cutting Funding(Translate
that into Service)to Blackmail the Stupid Voters in to Voting to
Charge themselves MORE Taxes.

 It is an Indial Reservationh in ou area. We have Indina Casinos here in
Califronia and they are Flush with Money. They are Frobidden by LAW to
contribute Money directly to any Law enforcement agency. Even IF it is
only paying ofre Services Rendered. And in the Alpine Substation area
they have Two Indian Reservations and they contribute significantly to
the Crime Problem. 
I used to track Crimes by Deputy Beat for the Nenghborhood Watch person.
The Car Thefts particualrly were many times higher on the reservations.
