That is what was wondering me. It seems that in your country, the
cell phone industry started out with a standard unique number for
cell phones to support the idea of making caller pay. It seems that
they have maintained that, but I note that according to Ward, the
"standard" is not a European standard.

Not here. My phone number is area code 410. My cell phone is 443.
But I think that there are land lines with code 443. I did see Bob
Seaborn state that in his area land lines and cell phones were in the
same area code.
