=== Your speculation about refrigerators is the exact principle involved in a window air conditioner. The room in which the A/C is placed becomes in effect the inside of a refrigerator -- but in this case the heat is of course vented to the outdoors. As far as I know, there is no other solution to effectively cooling an area of your house. Prices of window A/Cers BTW have dropped, a 5000 BYU units with manual controls going for about $125 Canadian. The new ones are relatively quiet, so you won't get complaints from neighbors. And it doesn't really use much electricity, unless you have it going non-stop day and night.
