P4 only concerns nodelisted sysops, and anyhow, you're allowed to
read in-transit netmail, you're just not allowed to make it public
unless it is to you (and both the person sending and the person
receiving netmail went into Fidonet via 3:711/934.  Either one
would have sufficed.
