I don't personally use OWL, but I have much experience with The Resource
Workshop.  If one of my dialogs does not display, I first check to make
sure I used GENERIC controls.  Borland's defaults are to use BORLAND
checkbox, BORLAND pushbuttons, etc.,

You can edit your .rc file (or use RW) and look at the controls in the
dialog.  If any are NOT WC_* but use a "BCCheck" (or something
like that) in quotes, your using "extra" controls.  This is OK,
but the Borland DLL that's needed for this dialog to load is often hard to
find.  I don't even know what it's called any more :)
