The Australians had a buy-out program a few years ago after a similar shooting.
It was a case of "We'll give you market value for every semi-automatic
rifle/shotgun/handgun (and a few other types of firearms)." When it
was over, someone did a lot of figuring, using the records that had been
kept since 1920 and deduced that the government might have removed as much
as 10% of the firearms from the country. Now, given that the guy that shot
up Virginia Tech was suicidal, I have to wonder if he would have planned
his attack on a segment of the population hwere he might find as few as 50%
of the people, or as much as 100%, armed and willing to shoot back.

No, he wouldn't. He wanted to become a historic event but he'd have been
killed after the first shot and branded just another nutcase wanna-be
murderer, not a successful serial killer.

A twist on "fame and notoriety", hm?
