Not good to assume, but it is in fact the case. The European model of the
PRO-26 is not blocked for the cellular frequencies.

I believe that Javiation does sell European (unblocked) PRO-26 scanners.

Tell that to the several companies who sell them. Durham Radio in Canada
advertises unblocked PRO-26 scanners on their website
(http://www.durhamradio.ca), stating that they replaced the CPU with the
"British" version.
