I'm really out of touch with what you describe. In 'the big
city' the sheriff is a flunky for the landlords doing evictions
(literally tossing people possessions into the street) and
doing 'perimeter patrol' of the counties boundaries in high
powered vehicles to stop car chase felons. 

I'm wondering what people care so little that the law
enforcement people must rely on 'contributions'?
