I have found that site-based management varies from area to area---some 
schools are completely site-based, others are just named that.
 
My own school is more site based than you describe, but does not go as far as 
some schools in CA and WA where the team and the principal are responsible 
for the whole school.
 
Some of our principals like the idea, but they mentioned that they wouldn't 
like to be responsible for funding if the roof went bad or etc..
