COMMAND.COM is really a compat thing. CMD.EXE is used to run all =
applications, Win32, Win64, Windows 3.x, Posix, MS-DOS, and OS/2. Not =
all versions of Windows support all these targets but whatever are =
supported are handled by CMD.EXE.
