They provided horse trails (fenced lanes) for horses, since there were lots of them in the surrounding countryside. However, the trails ran next to the roads in many cases so that horse riders could do their shopping in town, etc.. Of course, that small community was also an exception to the rule, just like those people in Pennsylvania.
