I saw you mention cingular... cingular has no such plan as you describe in
this area that has free inbound calls.  Long distance and roaming are also
not -free-, but rather just charged at your normal plan rate, expiring the
minutes in your plan as you go.  The only thing -free- is nights and
weekends, not expiring any minutes.

I can look again, but I was checking out their plans just about a month or so ago.
