Actually he only receives the call of initiaton from the RC"s and sets
the date for the ballot. The actual ballot is performed by an RC appointed
by the to be impeached zone coordinator...

All this is academic. It has never happened and in all likehood never will.
And we know what happens to an IC who in the eyes of you guys oversteps his
bounds by the slightes fraction of an inch.
