mh. in the case i EXPECT an sema4 to be locked for an hour, i do not need
the fasted possible semaphore. 

I'm interested in semaphores which are avail in the next 10microSecs. 

and they suggest to do something like:

if highspeedSema4 avail -> ok
else
  try to use an ordinary sema4
