As Rich said, the Temp folder and the Temporary Internet Files folder are
not part of what roams when you have roaming profiles.

Apart from security concerns, I think the main factor for wanting an
individual Temp folder for each user was to make Terminal Services work in
a more reasonable way, without horrible kludges. On a TS server, you don't
want several concurrent users to all be using the same Temp folder.
