Yes. This is the function PSTAT uses.

It ain't wondering -- DosQProcStatus is one of some undocumeted APIs that OS/2
uses internaly and through its system applications like PSTAT. Try to find
DevCon and look there at AIX (Unix-like tools) package. There are many source
code including an utility named PS. It uses this API. Anyway I may post here
some info about this function if you will fail to get one.
