You are correct with this point.  The trick is to find a vet who has the
proper equipment and who is willing to have staff respond in such
circumstances.  I have also heard of bird clubs getting together to
purchase the portable devices to read the implants.

Elected officials who do the above, should only be in office for one
term as we should vote them out of office...but we don't...
In order for our laws to change to become more strict to protect our
feathered friends, groups with access to money,lobbyist, and power
brokers, must lobby for these type of laws.  Vet groups, avian
corporations, etc. must ban together to insist that these types of
changes take place.  If they don't, we will be living with this problem
for many many years to come.  Laws of this nature should have been put
in place when importation of birds to the US from other countries was
implemented.
