There isn't any mention of an RCC, per se', but one can conclude that
there can be an RCC by the wording of the above quote in 6.2... There has
been a RCC in Z1 for many years. Z1's RCC has in the past, run the Z1C
elections and have taken the votes of the sysops, represented by the
singular vote of their NCs, to collectively 'select' the ZC.

Election is implied by the wording. It takes a majority vote of the RCC to
implement a policy change. That 'selection' by the RCs is managed and
votes (selections) collected by the IC.
