Its presense (or a good fake) is necessary for those apps that use the =
backdoor command execution API to execute batch commands without = invoking
a nested copy.  Just settting up a plausible PSP and running an = app minus
COMMAND.COM might work the majority of times, but is not = always going to
work.

I believe early versions of 4DOS found this out the hard way and =
eventually had to implement COMMAND.COM's backdoor command execution API =
for compatibility reasons.
