Vladimir,
Because I think you are a nice well-intending person ... please read ...

"start" only

These are the cases where ZC-elections come into the pictures:
* ZC dies during his/her term ... this would be interesting as we have no
mechanism that would take-care of the interim-period. IMO the IC could
attempt to propose a solution although technically it is not in the job-
description;
* ZC resigns. When starting the last ZC-election in zone-2 I explicitly
mentioned I would not commit to a fixed-term-length but would stay on as
long as I was enjoying myself. If people did not like it, they were free to
vote for another candidate.
* ZC impeachment. A majority of RC's ask the IC to start an impeachment. This
has never been tried/done and I would not advise anybody to try it. From
my perception it will create more harm than do good as technically it would
crack the zone in half along uncertain boundaries. The procedure is
rudimentary described in P4 but contains so many blanks in the text that it
would turn into disaster.
* A sufficient large number of RC's asks me to end my term. Such a request
certainly would be looked-upon favorably and have me bow-out. But what is
"sufficient large"? As long as I've got the support of people
with a brain
such as David Rance, Jan Vermeulen, Sean Rima, Bob Bashe and others I see
no reason to move-on. [other people with a brain of-course are not excluded
from this list]
The best shot is to get the RC's to ask me to pack my stuff. For that you
need a zone-2 based support, which is completely different than what you're
seeing here.
Take care,
\%/{at}rd
