Thats normally cause by flow control not working. It needs to be right
in a number of places, the modem, the comms prog, the serial port and
the serial cable to the modem. Any one of those with a problem can see
the modem try to tell Telix to pause and it doesnt notice. So it keeps
sending and so that fucks up as modem in put buffer overflows etc.

It doesnt affect downloads coz Telix doesnt
normally need to tell the modem to pause.

It can also be due to the comms driver with OS2 but you say is DOS.
