Probably.
I saw a show once about prisoners (maybe in Illinois come to think of it)
at one institution that trained dogs for handicapped people. They showed
the dogs at the end of their time with the prisoners being taken away to
their ultimate owners and at the same time a fresh crop of 3-4 month old
dogs being brought in to be the next wave of trainees. One could tell the
prisoners just loved doing this.
Parenthetically, I think restitution type sentences are a really good idea.
Back in the less formal era of the 20s and 30s my grandfather use to
recommend restitution style sentences for some of the criminals he tracked
down and arrested. Since he knew the judges they went along with his
recommendations in many cases.
