In the case of Windows NT 4.0 upgraded to Windows 2000, it may be the =

The only difference between Windows NT 4.0 and Windows 2000 that =
remains the Windows NT 4.0 location is the root of the user profile = tree.
Everything within it is determined by the applications reading = and
writing the data. You install a recent app on Windows NT 4.0 and it = will
place its non-roaming data in %USERPROFILE%\Local Settings.

It did with NT4 desktops, IE5, and NT4 PDC, it also did it with an NT4
desktop upgraded to W2K. I never tested it with a clean install of W2K =
but
you may be right in that case because the profiles would have followed =
the
  W2K structure then.

Not in Windows 2000. Probably in Windows NT 4.0 with IE 2.0.

Why is it a problem with roaming profiles? It's stored under =
Local
Settings which means it does not roam. That is the key distinction
  between
the Local Settings tree and the rest of the profile directories.

And I move it somewhere else. (for security/speed reasons.)

Temp in the user profile's a real b&^%$ if you have roaming =
profiles.
  (And
    I
turned those off for that and other reasons.)
