proposals), the collection and counting of ballots (ZC or RC), amd
announcing the results for those issues that affect Fidonet as a whole.

What affects Fidonet as a whole, would be policy changes, or policy
complaint decisisions that would affect all of the sysops of Fidonet.

There is nothing in policy that mandates that any *C stand for election.
Therefore, the only person who can start (initiate) an election is that
*C.
