Well, at first, modems can fall back|go up with speed during connection.

V.34bis they can even start with 4800 and grow up to 33600 (and vice versa ;(
At second, there's _two_ speeds - Rx & Tx, and they may differ a lot; just
look this statistics, for example:

It's clear, that in Internet online You'll receive much more info then send.
So the difference between Rx & Tx speeds is substantional.
And at last, 33600 with a lot of long retrains is much slower than 14400
without them. Maybe your old Motorola was much more optimistic about line
quality and got a lot of retrains...
