Sorry, DMCA = Digital Millenium Copyright Act. Fedewral law passed
several years back. 

Among other things, folks have had charges files for things like
pointing out weaknesses in the encryption scheme used on DVDs, for
writing and distributing the code required to view a DVD on a Linux
box, and other even sillier things.

this and related issues.
