Assuming that you're running Warp Connect...look at Information->REXX FTP API. I have used it to do up an Areafix-like util that parses an echomail area for msgs that contain lines in the body with hostname/path/filename.ext, FTP's the file and then forwards it to the requesting address as a file attach.
