Selection is "selection"... Tautology.

So - election is fact selection one from many by other people (peoples),
ans selection - choice one from many by this many (closed circle).

You don't answer for my question "what word ELECTION use in this place
of Policy"? Who make ELECTION (answer - IC) and whom his elect (as
overseer)? Other his work describe this (referenda, ballots and so on), I
ask you about first word only.
