First off let me tell everyone who doesn't know (if you
know don't read this) I am not a LEO but. . .
I think police brutality is a problem but not a wide
spread problem. If you the number of reported
brutality incidents as a ratio to the number of times
police interact with people in a year (traffic stops,
arrest, etc) you would see a very small number.
Even if you use the number of reported incidents to the
number of officers the number would still be very
small.
As long as there is a system that allows citizens to
report incidents then a bad LEO will be found out.
If it is easy for the citizens to keep track of what
the police do on a daily basis then finding that bad
cop is that much easier. This is one of the reasons
that the fact that more and more PDs are going to
"secure" radios scares me. The easier it is for a bad
cop to cover up or be covered the greater the
temptation.
