You cannot request it anywhere (I hope so), you have to register with IBM
first. Registering is possible on the WebEx or on the IBM Java Homepage,

http://ncc.hursley.ibm.com/Java or
http://www.raleigh.ibm.com/WebExplorer.

Be sure to get the correct WebExplorer release that fits together with the
respective Java development system. Web60311.zip belongs to Java 1beta1 of
Feb 22, and Web60319.zip belongs to the early 1.0 release of Mar 14 (or
16?).
