Because it's defined in the pascal standard ("The Pascal report")
as published by Jensen/Wirth. In fact, what you take as a relaxation in
typical PC pascal implementations is really a faulty implementation. It
does not matter much, but that's it.

Don't you use an editor with global search/replace?
If you install the gnu textutils you can even change all of your source
files in one swoop :-)
find /home/timo -name '*.pas' -exec sed.cmd '{}' ';'
and sed.cmd contains
sed -e s/System.xxx/yyy/g \tmp\temp.sed
del %1 >nul
copy temp.sed %1
del temp.sed >nul
