Same document.  It also covered the initial ZC assignment sets though
that has changed since then.  Z2 has more than 10 (has for some long
time, far back as I ever noted them at least) but the general idea was
10 per zone unless good reason to have more.  Not sure, how many does
Z2 have now?  20 or so?  Harmless and based in good reasoning.
